The answer depends a lot on what you mean by "general purpose weed control". There are no herbicides that kill all weeds. The "Triangle Approach" article uses a 3-Way weed killer for the first layer of the Triangle. and gets then gets more specific when you find what weeds you have that don't respon...

Prodiamine seems to work well, and is the only thing I have tested, so I can't tell you if others are better or worse.

Not necessarily. Stiltgrass germinates so late that early applications are running out of steam by that time. You need to make really sure that Pre-M is still effective around Memorial Day. See the first post in this thread for more info.

Correct on all points. Just don't try to force this into a pre-planned schedule - every Fall is different and you need to concentrate on what is happening this Fall, not what the calendar says...

When you say monthly, how long are you thinking? Indefinitely? Or more like Aug, Sept, Oct, Nov and retest next spring?
Yup, mid-August until the grass stops growing.

Depends on what you're trying to prevent - Fall (really very late summer) is the time to apply to prevent Poa Annua, which germinates during the Fall.
