For long periods of flowering I'm going to suggest a annual. Salvia will bloom from early summer to fall in your zone. It's low maintenance and looks great. Google 'Red Salvia' and let me know what you think.

Left alone! Don't cut the top growth. In most zones they are semi evergreen. They are not like hostas, so I repeat...leave the top growth.

Lots of water. Soil temps should be in the mid 80's for u in the east side of the statr. With lots irrigation Rye shouldn't go dormant.

Yea I'd move it... in the fall or next spring when its dormant. Most hydrangea prefer at most part sun. Tree roots need air. Secondary feeder roots coming off main roots are only a few inches deep. Raise the level of the soil above these roots and you can kill the tree.

Don't raise the soil level over tree roots. It might just kill the tree. And don't mulch volcano around a tree. Both are very bad for the health of your tree(s).
