Pretty certain that's not carpetweed. That stuff is literally like a carpert. Very dense, lays flat with lots of small branches and leaves. Yeah that’s why I said not sure what direction it’s growing. I was going more of the leave shape, but as the others stated, purslane looks like a good match.

By default it is set to spray with tablespoons per gallon on the metering dial, it should also come with a teaspoon per gallon orifice in the top of the mixing head.

As 1 tablespoon = 0.5oz, set it to 2 for 1 oz per gallon.

Keep an eye on the rain skips, just to make sure there was actually rain.

I read that the weather data is more accurate in some regions versus others.

So far here in MA it seems to be doing a pretty good job.

I’m planning on going with GCI’s TTTF with KBG.

I contacted them earlier and they told me that they are planning a sale in early July and recommended me to wait for the sale.

So hopefully they will have enough when their sale goes up.

I have the Rachio 3 controller as well, and although it's great, it doesn't do exactly what you listed. This has been a feature request for 4 years or so it seems. If you use their intelligent rain skip function (uses internet weather data to skip), you can set up zones on schedules that ignore this...
