Don't over-think this in Transition. Traditional winterizer usually is impossible to time here. Just Milo your way through winter. When it gets cold, stop. When warm resume. As NCLawnGuy inferred, it will be challenging with a puppy since they have little to no warning, they just pee. You will have to deal with it until around 6 months old. Some folks need to drop more seed at 30 days for bare spot repair, so breaking it up would cause problems for the late seedlings that make it.

Believe it - this is Aqua America. They are the second largest non-municipal water/sewer provider in the States - $6B market cap. A municipal provider would play by compassionate rules.
