How many hours of direct sunlight does it get? Sounds to me like you may need to look at shade loving plants to put there or get rid of the cause of the shade.
It could be a soil issue but without knowing how much sun it actually gets, we won't know what to recommend.

In my experience the creeping red fescue gets scorched in full sun. I'd find something else. Are you able to irrigate it well or are you relying on Mother Nature?

Please do not use prairie grasses living next to or on a golf course. Stick to this site for a few months throughout the winter and you'll know exactly what to do ie triangle approach, watering correctly, and then you'll have a decision for next fall. Your second picture looks like drought stress to me and it looks to be laying in one direction. Does that area get foot traffic? Of course pictures can be deceiving.

The cutting lower isn't bad especially if it is being cut at 4" or more. Taller grass does shade the turf a bit keeping it cooler but you don't want the grass to flop either. How high is your highest setting? The maples should be quite tall by now and if you are mowing really high, I'm betting your grass is flopping over. Is it? I'd think mowing at 3" would easily take most of those maples out.

Gotcha - I guess I assumed you'd just let the KBG grow in those spots. What is the reason for not doing so? Not enough KBG percentage or worried about uniformity? I know you know your stuff - in this instance (and unfortunately many others) I don't.

Maybe this was addressed and I missed it but why are you wanting to overseed instead of letting the KBG spread into those spots? Are the spots much larger than they seem to appear?

Most who think they have a lot of thatch usually don't. I believe it only becomes an issue if it is over 1/2" thick. It is hard to tell by the pictures but it doesn't look to be that thick.
