I would keep fertilizing as needed. You also might benefit from a combined urea and slow release (such as organic) program. Ammonium sulfate might also work better. I have the opposite problem (acidic soil, lower calcium). But it can be done.

You have the right idea. Apply to damp grass (makes a mess, not fun!). Then delay watering for 48 hours or more ideally. When you do water, a half inch of water would be ideal. Tall Fescue has been reclassified as part of the Ryegrass family or complex. It happened in the past 10 or 15 years I think. Reason? Get them before they seed. Use Triclopyr ester instead of the amine formulation in cool weather. But as Morph said, nature ultimately dictates the speed of the kill. I started spraying glyphosate on spots just recently, but won't see results for a while.
