I disagree, I plugged zoysia in my old house, and there was a patch of bermuda between me and the neighbor that I just assumed would be there forever. Not true, the zoysia eventually took it over and even overtook the neighbors yard up to their driveway. The key is don't cut it low. I cut my Zoysia ...

Not an expert, but my understanding is you should cut it as low as possible. That's why reel mowers are preferred for bermuda over rotary because you can cut it lower. I did a similar project in 2011, although in TN so a bit warmer. My recommendation is do nothing. Milo won't hurt and is good for the soil. Just don't expect to see much action this year. You'll think it failed and then next year your plugs will come in much bigger. It is a slow process for sure but...

So to clarify the grass had looked fine but had been bad since the drought? If then that eliminates an underlying cause. One thing I would make sure you aren't over watering. Isn't Zoysia a possibility? There are different varieties so its important to get the right one but they are a little bit more shade tolerant. Zoysia might be "more" shade tolerant, but it isn't really shade tolerant and will compete with the bermuda. I have TTTF in my shady spots and plan to leave...
