I can't name the birds but they are not woodpeckers. I had one woodpecker hammering on the house a couple of years ago, I bought an owl and that took care of it.

For poa triv it's a certainly no, otherwise I flip the plug from the problem area before putting it in, so leaves go on the bottom with roots exposed on top.

Germination rate depends on how well the seeds are kept moist on the ground (w/ or w/o covering), once the seeds dry out they are dead for good.

Sure, it would not make them feel like hitting on icy bricks when they fall down.

oz is a unit of weight, tablespoon is volume, both would work but I found using a measuring spoon is easier than a weight scale.
Edit: conversion between weight and volume is not as straightforward because of the unknown density, they made things easier by including both on the label.

I use car oil in mower with no issue. 10W30 for summer and 5W30 for winter (snowblower)
