That is what I thought also, lack of irrigation. I think he has it in his mind that after 2-3 failures with TTTF in that area he wants to try something else. Look at some Ornamental grasses to mix in there. Varigated Pennisetum alopecuroides PennStripe and/or Panicum virgatum 'Cheyenne Sky' for color would look good against the green back drop of the trees.

If you are planning a fall overseed, make sure you reserve enough Tenacity for the seeding since you won't be able to drop a pre-emergent in August to combat the fall Poa germination.
