I can't say definitively what it is, but I can say definitively that it's not yellow nutsedge. Sedges have edges--i.e., a triangular stem (in cross section).

Definitely spider webs. Google grass spider or funnel weaving spider for info. If you take a small twig and tap gently on the web like an insect landing, you may get the spider to rush out of the funnel looking to attack something.
