Definitely sounds like you're on top of the issue. I wonder if the compacted, slow-draining section would be aided by "shampooing" that area for increased water permeability? Looks like rust- use a paper towel and see if it wipes off the blade. What do you think is the cause of the thin areas along the property boundaries? Poorer watering from the irrigation system in those spots? Overwatering from the irrigation system in those spots? Pre-emergent from the neighbor? The left property line is definitely due to overwatering. That area sits...

K-31 or some other tall clumping fescue. I have several areas of this in my backyard. No, it won't die in the winter and it will likely be the first to green up in the spring. I’m not a big fan of adding top soil as generally a lot of unwanted seeds (weeds) are usually present. For me I would get the unknown soil down after the 1st scalping. Fallow.
