Looks like rust- use a paper towel and see if it wipes off the blade. What do you think is the cause of the thin areas along the property boundaries? Poorer watering from the irrigation system in those spots? Overwatering from the irrigation system in those spots? I’m not a big fan of adding top soil as generally a lot of unwanted seeds (weeds) are usually present. For me I would get the unknown soil down after the 1st scalping. Fallow.
