I bet I have a couple dozen in my boxwoods alone. Go out and pick one up in your hand, and you'll be able to tell for sure.

Those photos look like spider webs, not fungus. I get the same thing on boxwoods, ivy, etc.

Maybe localized dry spot or hydrophobic soil?

The Ugly Line I'm using has edges. It's kind of triangular in cross section. Seems to make a cleaner cut. Plus it seems to be tougher and last longer. I trim up against brick houses and walls, and it doesn't wear out as fast as others. Lowe's carries it.
