You will have to verify with the pot/plug experts, but I think that you can start them just about anytime. Some do late winter/early spring under lights and then harden them off slowly outside. I start them outside in summer (with lots of attention) so that I have them ready to repair fall mole dam...

As my wife (the gardener) asked when I showed her the tiny percentage of clay in our soil, "Then why can I mold a little clay animal from the soil I dig up 4" down from my garden?"
