*Update* I treated this with some Copper Fungicide for plants, and it ended up dying at the end of the season this year. Time to try again.

From a soil fertilizer perspective, you don't need milorganite. So, the question to ask yourself is - WHY are you applying it? Will the extra Nitrogen HELP you, given your fight with fungus? What fungus do you have? What are the cultural treatments for that fungus? Does N help or hinder you in that...

A lot of soil in yards I see in Tennessee has very very poor percolation. If you're watering as much as twice a week for any reasonable amount of time it's quite possible your soil Is just staying way too saturated. Maybe pull some healthy vs unhealthy grass and see if the roots are white or brown?...

There is normally a preventative rate and curative rate on fungicides. Is your turf all greened up? Normally dollar spot doesn't show up until its warmer. Have you also considered grub damage? Your soil test is back. It shows good levels in all major nutrients - we can rule out a poor soil as contr...

To keep this focused on soil, yes - fescue wants most of its Nitrogen in the fall. If you gave it a good dose of N in the fall (December) before it went semi-dormant, that likely made it's way to root storage and your grass will use that. Overdosing on Fungicides can harm your turf. If you apply a liquid fungicide over a granular with the same ingredient or in the same class you need to pay attention to dosing. For dollar spot, propicanazole works well for me. It's the AI in products like Bayer Advanced fungicide.
