I know this. Granular fungicide won’t do the job on dormant grass. If you actually have fungus (looking at the blades of individual grass plants is the best way to know), you will need a liquid fungicide.

If it’s straight urea, proceed as normal. Air temperature isn’t as important as soil temperature.

Assuming you are correct and it has runners… Probably a warm-season grass. If it turns brown in the Winter, it almost surely is one of these three Nimblewil, Zoysia or Bermuda.
