I would increase the seeding rate in areas with no grass coverage. Essentially treat them like new lawn establishment in the rate. People use it, or something like it, on Zoysia in the St. Louis area all the time to cover winter dormancy. I personally hate Zoysia, so don't have any personal experience. My city also uses a green paint/dye on common areas that go brown in the summer.

I think the issue is determining why the current lawn isn't performing. It may be much better with a change in management without the need to renovate.

PGRs definitely can make diseases worse - mostly, I think, because they slow the ability of the grass to grow out of the disease and recover. Add in a new lawn that is more susceptible to problems and it just compounds things a bit.

I have never found syringing to be terribly useful on my lawn. That may be because of the humidity so it may work better in dryer climates.

I always used a hose end sprayer for Serenade. Accuracy is not critical. I use a backpack with a calibrated fan tip for Heritage. Accuracy matters a lot more at the much smaller doses of Heritage.

Daconil does not have a significant growth regulatory effect, unlike Propiconazole. I would be surprised if you saw an effect on growth rate.
