People use it, or something like it, on Zoysia in the St. Louis area all the time to cover winter dormancy. I personally hate Zoysia, so don't have any personal experience. My city also uses a green paint/dye on common areas that go brown in the summer.

I think the issue is determining why the current lawn isn't performing. It may be much better with a change in management without the need to renovate.

PGRs definitely can make diseases worse - mostly, I think, because they slow the ability of the grass to grow out of the disease and recover. Add in a new lawn that is more susceptible to problems and it just compounds things a bit.

Propiconazole is a systemic. It can be absorbed by the roots and will be transported up to the leaves. You should be fine as long as it wasn't washed past the root zone. I have never found syringing to be terribly useful on my lawn. That may be because of the humidity so it may work better in dryer climates.

I always used a hose end sprayer for Serenade. Accuracy is not critical. I use a backpack with a calibrated fan tip for Heritage. Accuracy matters a lot more at the much smaller doses of Heritage.

Daconil does not have a significant growth regulatory effect, unlike Propiconazole. I would be surprised if you saw an effect on growth rate.
