I have never heard of anything working on rose of Sharon seedlings. Your best bet is collecting the seed pods left behind after the flowers drop off.
Cutting them a few times usually does the trick, I wish I knew a pre-m or herbicide that worked on them.

Its really hard to tell; it could be disease, it could be poa-a or triv dying off. You probably need to take some closer pictures, but every summer I could never really tell what was turning brown. If you had a landscaper put down dos the first time. I'd just let them fix it with sod and change the irrigation. Actually tilling in the soil spreads a lot weed seeds. Weeds like poa-a and triv can be very difficult to control once it pops up, no need to do anything that causes more of it.
