Put a few leaves loosely into the holes. If there is chipmunk activity they will open it back up pretty soon. I'm using a Lawn Boy mower from 1979 and it mulches just fine. Maybe get a high lift blade or a Gator Blade for yours. Is the discharge shoot closed off to keep the clippings under the mower? I don't have a problem with taking off as much as two inches, leaving grass at three inches after mowing.

Tenacity is not the all-purpose weed eliminator. You need to identify what you have a problem with. Weather seems to be about to return to more normal winter weather. Most herbicides need the weed to be growing to incorporate the chemical. Might not accomplish much even with the right product. Howev...
