These photos aren't the best but here is the other one I took of the damage. It's almost like the grass didn't take root in certain areas... either that or something tore it up.

The reason I'm looking at PennMulch is because there is an area at the end of my driveway that slopes slightly and gets all the runoff. I'm going with option 1 myself, if you already have the seed I don't see a good reason not to try a dormant seed. If the dormant seed doesn't turn out as desired maybe then you could evaluate the cost/benefits of a further rehab vs complete Reno in the fall. Seeding later in spring sounds too risky...

One word of caution: frost. If you get a heavy, deep frost or cold snap after your seedlings emerge, it can wreak a lot of havoc. Seed is ordered! We are in a warm stretch right now so hoping to seed as soon as the snow is melted and before the next freeze/snow storm hits. As long as it's not too rainy I will try to seed this weekend.
