The only thing I can come up with is that those areas were sprayed with a pump sprayer instead of the hose end. Maybe some 2,4D or Triclopyr residue in there? That's all I've really used that sprayer for.

About now is when all those neighbors will start to turn green with envy.
That's going to do fine. If those areas that didn't germinate are really hard, compaction is probably the culprit. I've seen that happen at the top of slopes in my yard before, especially where I have plants with roots below the surface sucking the moisture out of it. If you have pots or plugs to move in this fall, you won't have to do much next spring. Or toss out more seed in the spring.
I have the same issue adjacent to my back sidewalk. I'm moving in plugs - too much traffic with kids running out back to get seedlings to survive, and the soil gets all the runoff when it rains too so that first 6 can be pretty bare, even though I've purposely dropped a line of seed there right by the sidewalk.

The Heritage made that fun guy it's b!#@* I wonder if there were other areas struggling as well, because I have great color all of the sudden. I will get pics up at some point, but I've got to take them with my phone, then transfer to PC to downsize, THEN finally upload.

Cool - heritage (generic) did the same for me - color went up a level after application.
I heard we had the 8th wettest May on record - perfect for fungus - and in the 80s for several stretches to boot.

I added pics to the graduation thread. It's looking pretty good right now. Still a few spots to fill in and the plug areas won't be good until next spring but overall very happy.
Lessons learned:
1) Don't over think the fall Pre-em. Just do it.
2) Don't skimp on the top dressing. I've got a peat roller now. 2017 Reno will be covered 100%.

That looks like rust.
This am the dew point was 66 with the actual temp at 66 too. Perfect fungus weather.

I'm not necessarily convinced that's Rust, but if it is, the Phile's regimen would not match up well to the disease. Rust is most-often a disease of lower-growth, lower-fertilization, and/or lower-light conditions. Healthy grass generally outgrows the progress of Rust.

Having experienced many a rust outbreak I do not think that is what I have either. There is no telltale orange dust on my mower or shoes. I have hit it with Heritage. I am also on a proactive biofungicide regimen, using 2-3oz/K of Serenade every 2-3 weeks since the beginning of May. Trying to upload more pics but having issues with postimage.

I said looks like, but you have it in front of you, so you could tell better than an internet picture. I have spotted rust in neighbors yards this spring along with dollar spot, but they are clueless about it. It is best to do the white paper / towel test.

Based on the close ups, it looks like a bunch of tiny lesions if those aren't rust spores.
Spots with darker edges and tan centers are usually leaf spot - and I see tiny ones there, but again - a fungus is so hard to identify. These don't looks as big as I'm used to seeing - and there are a lot more too.
Leaf spots feed off of Nitrogen.
Here's a handy chart I got from a Purdue publication to help with rough timing of fungus in the midwest.
Don't necessarily follow it as gospel. It doesn't show rust as a problem this time of year, but I still have several very pronounced spots of rust that popped up a week ago.
