I apologize, I'll get some updated pictures up later. It wintered very well and already looks great.
Soil temps are 55 in Mpls and I overseeded in the fall. Am I ok to apply a pre-emergent or should I hold off on that given continued germination of the kentucky blue?

If it's still germinating, hold off--although how much May germinating bluegrass survives the summer is up for debate, even in Minnesota.
If you're pretty sure you're past the 95% mark, though, I'd say put down the pre-em if you think getting the weed coverage is more important.
If coverage is very full and getting the last few percent of germination is more important, hold off or skip it. I skipped it last fall and now have a dandelion "problem." By which I mean six dandelion. And one clover. So not much of a problem, and no P. annua or P. trivialis explosion; I seem to be clear. If that's the kind of "issues" you have, then you can probably ignore them.

It looks a wee bit thin to skip the pre-emergent, but thick enough that you don't need to worry about the last bits of germination on grasses (you could always shield that one area you photographed to avoid pre-em there if you expect germination to happen).

Yeah those pictures in the back look about exactly how it does every year. I can see a bunch of new grass has germinated but the winter takes a toll back there.
