New Lawn / New Build
Just moved into a new build house with no backyard landscaping done. I racked the yard to remove all the rocks and debris left behind, followed by a tamper to flatten yard enabling cleaner visual of slopes. After 2 weeks, weeds started to grow so I thought of pulling them with a weed extractor instead of using herbicides. I’m planning on putting top soil to prepare for sod in a few months. Is it beneficial to pull the weeds out and or kill them with herbicides should extraction not work?

Six on one, half dozen on the other. If it were me? I'm lazy. I'd let the weeds grow and mow them as if they were lawn when they get large enough to bother. Mostly, they won't survive mowing.
Then simply shoot them with Round Up before the sod goes in.
Adding more top soil is...another argument. If final leveling needs to be done, then yes, that makes sense. If you're trying to "improve the soil," then no--you'll destroy the grade you have.
