Sickly Shumard Oak Tree

I have a 20 year old shumard oak tree that was healthy last fall. It has not leafed out well this spring. Currently, its leaves are small, 1/4 the size they should be. Some limbs also died back. In the one below comparison pic, the leaf is my northern red oak.

Any suggestions as to what I can do to help this tree? Thank you.

Find a reputable local certified arborist and have them come take a look at it.

Quite similar to what's going on with my sugar maple as mentioned here. Not exactly helpful, but you're not alone.
