No idea what's wrong with the cutting, but cutting to ground level is the right thing. Mine doesn't emerge from the ground until Memorial Day in NY, but it grows to 5' tall by August 1st. I have no problems with mine other than needing to stake it, as it will break in a summer storm at 5' tall.

Also, be sure to give it plenty of water. Remember, the species plants were native to wetland swamps. Another name for hardy hibiscus is swamp mallow. Of course, today's hybrids do quite well in the typical home garden, but a hell strip might be just too much hell for it. I prefer to grow mine in my wetlands and low areas. Far less maintenance required.
