What's Hanging Off My Sillcock?

Sillcock was leaking this summer, got it repaired but now the part leaking is unknown to me. Is it something I can remove? I have tried different hoses, splitters, and even some plumbers tape. No change.

Is this something I can remove? What even is it?

That looks like an anti-siphon hose connector.

It's on there pretty good. I'm going to try taking it off again tomorrow in the daylight. I think that's a screw tightened down there but rusted. I got nervous earlier when trying to remove it and figured I'd ask some experts. It's been on there since we bought the house.

It's a vacuum breaker, also called an anti-siphon, as Andy noted. You'll certainly need to replace it to meet code.

I soaked it in WD40 and was able to get it off. Splitter and timer on, zero leaks. Happy guy right now.
