It's on there pretty good. I'm going to try taking it off again tomorrow in the daylight. I think that's a screw tightened down there but rusted. I got nervous earlier when trying to remove it and figured I'd ask some experts. It's been on there since we bought the house.

It's a vacuum breaker, also called an anti-siphon, as Andy noted. You'll certainly need to replace it to meet code.
