Not up north.

I've always thought of root cellars as being separate below ground structures (not part of your main house). My grandparents were farmers in Western Kansas and they used to talk about their root cellars as being separate from their home. Up north, Cold Rooms are normally an offshoot of your home's basement.

There are still a few true root cellars in my neighborhood (125-150 year old homes).
