Beginner question....

I am in the midwest, Cincinnati OH.

My lawn has creeping Charlie, which I tried to treat earlier this year.
There are other weeds as well.
Also have some 'bald' areas and would like to seed.
And I am also usually battling moles or gophers as well.

What is my first step please?

It looks like the OP might have moved on, but for the casual reader, one problem with the tenacious weeds is they reseed prolifically. You may have killed the plants which were growing, but seeds continue to germinate. Thus you have to repeat the treatment as soon as you see new weed growth and before it has a chance to reseed itself.

I had an infestation at my first law.

Rigged up a hand held sprayer bottle holder on my mower. Every 3rd-4th mow i'd attach the bottle to my mower, stop and spray anything that looked new as i was mowning. It seemed i'd find runners sprouting up year round!

Usually my mow height was higher than the creeping charlie sprouts so i didn't see any harm spraying it on day-of-mow. The spray bottle was pretty direct at close range so there was minimal drift to surrounding grass.

I was still battling it when i left that house, especially around the fence line where my neighbors had nothing-but.

Probably some bad advice tucked in here, but i'd say i was able to effectively eliminate 95% of what i started with!
