Doesn't look like it to me, but hard to tell because it's recently cut.

I don't believe its fescue either. While it has some similar characteristics such as membranous liguel, boat tipped blade, and lack of auricle. I've never seen anything so hairy. Even the seed head stalks are ridiculously hairy so much so they look like my legs!
What I'm interested in seeing is the seed heads mature a little bit and open. Take a picture of the seed heads when they are open, and post it back here if you dont mind.
