I was referring to those green spots that look like fungus(?).

The green spots are moss. Moss is more an indicator of conditions that are poor-enough that grass cannot outcompete the bottom-dweller plants. You can kill moss with Iron Sulfate based moss killers, or treatments involving sprayed Dawn dishwashing liquid (use the search feature to find details). But still, killing the moss is like ignoring grinding sounds from your car - you need to find and fix the real problem and not the symptoms. The moss will return again and again until you find and fix the real issues.
