Fall Maintenance no rain!!!

So in the month of August we have had .83 inches of rain. July was dry too... I have a full app of Milorganite I wanna put down as well as overseed and aerate. I have my own plug aerator and am wondering if I should start watering my lawn today and do my aerate, milo, and then overseed this weekend. I have a big lawn so I may cut this in half and just do the back (which is really struggling) and then do the front (which looks half way good).

I know rain is the ultimate grass grower, but do you think I should wait (no rain in the 10 day forecast at all), or do you think I should go ahead and water. I don't mind spending the cash on the water if it helps my lawn. Day time temps are no higher than 80F and no lower than 55F here.

Your thoughts????
