Looks like a match... thanks Andy!
Triclopyr seems to be the solution. I applied today using Ortho CCO RTS (8% Triclopyr @ 5 oz per 2 gallons in a backpack sprayer) and spot sprayed. I plan to hit it again in 2 weeks weather permitting.
Assuming I got the treatment correct, is this reasonable this time of year?

Not really. Metabolism is so slow (or dormant) that it is not very effective.
