Stunted growth in lawn

I planted new grass seed last fall, it was kbg seed and it came in good however now the majority of the grass is not growing any more. There are some spots in the lawn that are growing great, but the rest is only an inch and wont grow longer, the grass is healthy and super green. I was wondering if there is a specific reason why this could be happening? I am thinking that it could be too compacted soil or maybe the Ph in the soil is off, but I have not done a test yet.

Then you know the answer - looking at the test results will give you answers, and otherwise you're just guessing...
