Have you found a local source for urea? Being in Lancaster County you have to have fertilizer suppliers around. Find out who the farmers buy fertilizer from and get your urea there. I pay $16 for a 50 lb bag here in Franklin County. I've also bought 50 lb bags of potash from them and it's much cheaper than any of the retail stores. Good luck.
