FAS measurements - ounces by weight or by volume?

Looking at Morph's article below. It's not clear to me whether my dry ingredients are measured by volume or by weight. What do people do?

Once the solution is in liquid state I assume we are talking volume but not clear to me whether the dry ingredients are measured by weight or volume. Thanks

It's a dry ingredient, so by dry weight, never by liquid volume.

Ounces to Teaspoons

I applied it 16 hrs after mixing it up. But I forgot a surfactant. So far I see no change in color.
