Lawn contractor doing the wrong thing at the wrong time

This is a picture of a contractor slit seeding my neighbor's lawn. The second picture is of the 10 day weather forecast. It's a given that this seed will not germinate this year. What percent do you all think might germinate in the spring?

It might work as a dormant seeding, but I don't know.

It seems to me that it's too late for normal seeding and too early for dormant seeding.

I know that my neighbor has been asking this contractor to reseed for over a year. I assume that he didnt do it in August (best time around here) because his guys are flat out with mowing and landscape installation. Now that we are in November I am sure that they are slow and he can send a guy out to do this. The fact that it is a waste of money in November doesn't seem to be a concern. This is a very large, well regarded and successful Nursery/landscaping/maintenance operation around here.
