Best Practice for Overseeding?

I'm trying to find best practice for overseeing my 20,000 sq/ft TTTF lawn in Monmouth, NJ. Unfortunately I couldn't find any articles on the front page, and my Forum search for 'overseeding' was hit and miss.

Questions I have in particular:
- When to do it/ best time of year. I have irrigation.
- Any specific preparation ahead of time beside mowing low? Should I rake up any dead areas?
- Current lawn is a mutt, mainly Tall Fescue with some Rye and some Bluegrass. Is TTTF my best bet?
- Do I need to top dress/ what with/ is that done everywhere or just thin spots?
- Should Tenacity go down before seeding/ when seeding/ after seeding?
- What is optimal watering schedule post seeding?
