Lawn is turf-type tall fescue and receives varying amounts of sun and shade. I'm seeing some light green grass patches appearing. I think it's poa triv but not sure. I see a boat tip and ligule. The brown runner roots where located below the ground surface so don't think that would be a stolon characteristic of poa triv. What do you think it is? Thanks in advance.

The clumped stolons and/or roots/lower stems (bursting appearance) as in your photo is a known characteristic of some biotypes of Triv. So chances are good. This is likely a drought tolerant type of Triv, and has been seen in Virginia and verified by lab analysis there. I'm guessing you don't necessarily irrigate regularly / all of the time in the Summer.
