dead grass when reseeding

Hi,

I have a reasonable amount of dead fescue that last year prevented seed from taking root.

Does aeration generally break it up enough to allow good seed contact? Or should I insist that the landscaper rake it all really well?

Aerating, dethatching and bagging it when cut really short helps a lot.
