Is this Virginia Buttonweed ?

Trying to ID this weed. Any help appreciated. We moved, and this new place has a whole HOST of issues that need to be addressed. After a month in the house, I found out my neighbor to the rear had all his catch basins running under the fence (downhill) and draining into our yard. Been like that for years. He was shockingly non-apologetic, but happy to re-route it to ANOTHER neighbor's yard, lol! But I digress.

I'm doing a little mini-reno for a portion of the back yard. I had two treatments of glyphosate done and these weeds just laughed at me. They will not go away. I even dug one section up with a hand tool and removed the roots etc best I could. It came back. Not quite as strong but it definitely came back. Whatever it is is nasty. I'd like to I.D. it for sure to know how to handle it going forward. Again, any help appreciated!
