Gilmour Settings Help?

What setting do I use to apply 1oz. to 1gal.?

By default it is set to spray with tablespoons per gallon on the metering dial, it should also come with a teaspoon per gallon orifice in the top of the mixing head.

As 1 tablespoon = 0.5oz, set it to 2 for 1 oz per gallon.

...approximately. Water weighs 1.04 oz per 2 teaspoons (1 tablespoon).

Weights of oil-based products will be lower. Most herbicides will be a bit lower. You'll be close enough in any case I can think of offhand, but mind that most mixes made from powders have to be calculated more carefully by the resultant dilution.
